Citizens' Right Department is one of the key departments in the Ministry created for the purpose of Mediation between parties.
Mediation been one of the Alternative dispute resolution (ADR). It Is a department setup solely to embrace the system of settling disputes out of court, between parties through the means of Alternative Dispute Resolution (ADR) mediation been one of the mechanisms been employed.
THE ATTORNEY GENERAL AND COMMISSIONER FOR JUSTICE

Barr Joe Abang, the Attorney general of Cross river state was officially conferred the ambassador for CWAG/APP and been the first one in Nigeria to receive an award from CWAG/APP presented by the Chairman Marcus green.
Attorney General of the Ministry of Justice Calabar Bar. Joe Oshie Abang been given an award by the CWAG/APP Chairman Marcus green the first in the history of Nigeria. He is also a trained Mediator and a Motivational Speaker as one of his many self acquired gifts outside his proffessioal Career path.
The power of the Attorney General is vast when it comes to prosecution of cases. It can decide what case it wants to investigate or prosecute. He can also enter a Nolle Prosequi that is to inform a judge or court to discontinue proceddings concerning a matter without given reasons to that regards. From the provision of section 211 (1) of the Constitution, the Attorney General of a state shall have power
(a) to institute and undertake criminal proceedings against any person before any court of law in Nigeria other than a court-martial in respect of any offence created by or under any law of the House of Assembly;
(b) to take over and continue any such criminal proceedings that may have been instituted by any other authority or person; and
(c) to discontinue at any stage before judgement is delivered any such criminal proceedings instituted or undertaken by him or any other authority or person.
(2) The powers conferred upon the Attorney-General of a state under subsection 1 of this section may be exercised b him in person or through officers of his department.
(3) In exercising his powers under this section, the attorney-General of a state shall have regard to the public interest, the interest of justice and the need to prevent abuse of legal process.
